What did NBCC agree with Bihar government departments?
NBCC signed Memorandums of Understanding, or MoUs, with various Bihar government departments to undertake four redevelopment projects in Patna under Phase-I. The company reported the arrangement on November 2, 2026, under reference number NBCC/BSENSE/2026-27, and described it as a general update.
The MoUs were signed in the presence of Bihar Chief Minister Shri Samrat Choudhary, NBCC Chairman and Managing Director K. P. Mahadevaswamy, state-government dignitaries and company officials. The November 2 filing does not disclose individual MoU terms, land areas, construction schedules, project completion dates or site-wise commercial obligations.
The programme combines two residential redevelopments with an information technology project and a hotel or commercial development across four Patna sites. NBCC said the projects fall under Phase-I, but it did not specify a subsequent phase, its scale or its expected timing in the filing.
Which four Patna projects are part of NBCC’s Phase-I plan?
NBCC’s Phase-I plan includes residential redevelopment at Sector 5, known as TV Tower, and Sector 6, known as Bahadurpur, a modern IT Tech Park at Gardanibagh, and hotels or commercial spaces at the Water Resources Department site on Bailey Road. The four components therefore cover residential, institutional and commercial uses within Patna.
The Sector 5 and Sector 6 residential redevelopments are planned to provide 3,331 flats together for economically weaker section (EWS), lower-income group (LIG), middle-income group (MIG) and higher-income group (HIG) categories. NBCC said these two projects would also include shopping complexes, clubhouses, gyms, community facilities, office spaces and other supporting facilities.
The Gardanibagh development is a modern IT Tech Park for DIT Bihar, which NBCC described as the first Tech Park of the state. Separately, the Bailey Road project concerns hotels and commercial spaces at a Water Resources Department site, although the filing gives no project-wise cost, proceeds or area for either development.
How will NBCC finance the Patna redevelopment programme?
NBCC said the four Phase-I projects will be undertaken on a self-financing basis without budgetary assistance from the Bihar government. The disclosed monetisation mechanism is expected sale and lease proceeds of about Rs 5,152 crore, rather than a state-budget allocation toward the stated project cost.
The tentative project cost is about Rs 2,000 crore and excludes GST, meaning the figure is not presented as a final tax-inclusive budget. NBCC did not disclose borrowing arrangements, buyer-payment terms, lease tenures, construction phasing, collections schedules or the allocation of the Rs 2,000 crore cost among the four sites.
NBCC also disclosed project management consultancy, or PMC, charges of 6% and a marketing fee of 1.25%. The November 2 announcement does not state the base on which either percentage would be calculated, the party that would pay the charges, or whether the percentages apply in the same way to residential, Tech Park and commercial components.

What do NBCC’s proceeds and cost estimates show?
NBCC expects about Rs 5,152 crore in sale and lease proceeds under the Bihar Urban Development and Housing Department’s cabinet note and the MoUs, compared with a tentative pre-GST project cost of about Rs 2,000 crore. The expected proceeds are therefore about Rs 3,152 crore above the disclosed tentative cost.
This comparison measures the announced monetisation pool against the tentative development cost; it does not establish NBCC’s profit, cash flow or return from the programme. The filing does not provide financing costs, tax effects, land-related payments, construction escalation, sales expenses, collection timing or any surplus-sharing arrangement.
The distinction from a budget-funded state project is explicit: Bihar is providing no budgetary assistance, while the programme is expected to generate sale and lease proceeds of about Rs 5,152 crore. NBCC has not separated that estimate between flat sales, commercial development, hotels or leases connected with the Gardanibagh Tech Park.
When will NBCC disclose site-wise details for the Patna projects?
NBCC said project-wise details would be provided in due course, leaving the financial and execution split among the four sites unresolved as of the November 2, 2026 announcement. No separate cost, estimated proceeds, completion date or development scale was assigned to Sector 5, Sector 6, Gardanibagh or Bailey Road.
The promised project-wise disclosure could clarify how the approximately Rs 5,152 crore of proceeds is divided between sales and leases, and how the approximately Rs 2,000 crore pre-GST cost is assigned. It could also specify whether the 6% PMC charge and 1.25% marketing fee apply to project cost, monetisation value or another measure.
The filing identifies 3,331 planned flats across the two residential sites, but does not split the units between Sector 5 and Sector 6. It likewise identifies the Gardanibagh facility as Bihar’s first Tech Park and the Bailey Road component as hotel or commercial space, without giving area, capacity or lease terms.
Conclusion
NBCC’s four Patna MoUs set out a self-financed Phase-I redevelopment programme spanning 3,331 planned residential flats, a Tech Park for DIT Bihar and hotel or commercial development. Its expected sale and lease proceeds of about Rs 5,152 crore are about Rs 3,152 crore above the tentative Rs 2,000 crore pre-GST project cost, but that difference is not a disclosed profit figure.
The next item to watch is NBCC’s stated plan to provide project-wise details in due course. That disclosure may resolve the split of costs and expected proceeds across the four Patna sites and explain the operating basis for the 6% PMC charge and 1.25% marketing fee.
