Protean eGov Technologies Limited reported Q2FY27 profit after tax of Rs 16 crore, down 31% year on year despite 8% revenue growth to Rs 271 crore, because Rs 10 crore of upfront RFP implementation investment reduced margins. Management said most of that spending was largely behind it entering the second half.

Why did Protean’s Q2FY27 profit decline despite higher revenue?
Protean’s reported profit fell because earnings did not keep pace with revenue after RFP, or request-for-proposal, implementation spending affected operating margins. Revenue from operations rose to Rs 271 crore in Q2FY27 from Rs 251 crore in Q2FY26, while earnings before interest, tax, depreciation and amortisation, or EBITDA, edged down to Rs 43 crore from Rs 44 crore. Profit before tax declined 34% to Rs 21 crore, and profit after tax, or PAT, decreased to Rs 16 crore from Rs 24 crore.
The company attributed the quarterly margin effect to Rs 10 crore of upfront investment in key RFP projects. Reported EBITDA margin was 15.0%, compared with 16.6% a year earlier, a decline of 158 basis points. PAT margin fell to 5.7% from 9.0%, down 334 basis points. Excluding the stated one-time investment, Protean said EBITDA would have been Rs 53 crore, up 22% year on year, with an 18% margin; adjusted PAT would have been Rs 24 crore and its margin 8%.
Which businesses drove Protean’s Q2FY27 revenue growth?
Protean’s Tax Services and Identity Services businesses drove the reported revenue increase, while Central Recordkeeping Agency, or CRA, Services grew more slowly and New Initiatives declined modestly from a year earlier. Tax Services revenue rose 13% to Rs 121 crore from Rs 107 crore, becoming the largest disclosed segment. Identity Services grew 24% to Rs 27 crore from Rs 22 crore, the fastest percentage increase among the disclosed service lines.
CRA Services generated Rs 80 crore, up 2% from Rs 78 crore in Q2FY26 but down 2% sequentially from Rs 82 crore in Q1FY27. New Initiatives recorded Rs 42 crore, down 2% year on year from Rs 43 crore, yet represented 16% of total revenue in Q2FY27. For the first half, New Initiatives revenue was Rs 84 crore, 56% above Rs 54 crore in H1FY26, while Identity Services rose 20% to Rs 55 crore and Tax Services increased 7% to Rs 221 crore.
Tax operating measures also increased during the quarter. Protean issued 1.3 crore PAN cards in Q2FY27, compared with 1.2 crore in Q2FY26, and said its PAN market share reached 66% after a sequential gain of 332 basis points. Online applications accounted for 61% of PAN issuance, up from 56% a year earlier, while offline issuance declined to 39% from 44%. The presentation said assisted-mode applications made up more than 70% of total PAN issuances.
How did Protean’s transaction and subscriber metrics change?
Protean’s CRA operation added 50 lakh subscribers in Q2FY27, compared with 40 lakh in Q2FY26, taking its cumulative base to 10.1 crore from 8.8 crore a year earlier. The company separately said it onboarded 47 lakh new subscribers, up 15% year on year, and held 95% share of new subscriber onboarding during the quarter. It also added more than 1,400 corporates, which management described as its highest quarterly figure to date.
The CRA business added about 1.5 lakh National Pension System Vatsalya subscribers in Q2FY27, taking that subscriber base to about 3.5 lakh. Protean reported a 97% market share in the broader CRA business. These additions occurred while CRA revenue rose only 2% year on year, showing that disclosed subscriber additions grew faster than the segment’s reported revenue in the quarter.
Identity transaction volumes expanded across the four listed digital identity services, although Protean cautioned that volumes include internal services while revenue includes only external billing. Cumulative e-KYC transactions rose to 20.1 crore in Q2FY27 from 13.7 crore in Q2FY26, while Aadhaar authentication increased to 26.7 crore from 23.8 crore. Online PAN verifications grew to 94.6 crore from 77.7 crore, and cumulative e-sign transactions reached 4.6 crore from 3.8 crore.

Are Protean’s RFP implementation costs expected to continue?
Management said investments for two key RFP mandates were largely behind Protean, but it did not provide a quantified future margin target or a date for completion of every mandate. The mandates identified in the presentation were CERSAI CKYCRR 2.0 and Aadhaar Seva Kendras, or ASKs. As of October 2026, Protean had rolled out 187 ASKs across 27 states and union territories and said both KYC mandates were close to full rollout.
The Q2 investment followed about Rs 18 crore of upfront RFP-mandate investment in Q1FY27. Q1 reported EBITDA was Rs 28 crore, down 38% year on year, and the EBITDA margin was 10.4%; Protean also cited higher procurement costs for technology hardware, white goods and other project inputs. Q2 EBITDA rebounded 56% sequentially to Rs 43 crore and the margin increased 454 basis points from 10.4%, reflecting the lower stated level of implementation spending.
For H1FY27, cumulative profitability remained below the prior-year period. Revenue from operations increased 13% to Rs 522 crore from Rs 461 crore, but EBITDA fell 20% to Rs 71 crore from Rs 89 crore and PAT dropped 53% to Rs 22 crore from Rs 48 crore. The H1 EBITDA margin declined to 12.8% from 17.6%, while PAT margin fell to 4.0% from 9.5%, showing that the Q2 sequential improvement had not offset the first-half impact.
What does Protean’s balance sheet show after the investment phase?
Protean reported no borrowings at September 2026 and cash and cash equivalents including marketable securities of about Rs 750 crore in Q2FY27. Its balance sheet showed cash and bank balances of Rs 185 crore at September 2026, close to Rs 187 crore at March 2026, while financial assets were Rs 514 crore, down from Rs 610 crore. The company described its balance sheet as debt-free.
Total assets increased to Rs 1,512 crore at September 2026 from Rs 1,474 crore at March 2026. Tangible assets rose to Rs 150 crore from Rs 63 crore, and right-of-use and intangible assets increased to Rs 155 crore from Rs 122 crore. Trade receivables climbed to Rs 266 crore from Rs 205 crore, while total liabilities increased to Rs 449 crore from Rs 396 crore and shareholders’ equity decreased to Rs 1,063 crore from Rs 1,077 crore.
Management’s stated priorities include margin expansion through higher-margin products, cost optimisation, product rationalisation and artificial-intelligence-enabled operating efficiency. It also plans enterprise offerings around digital public infrastructure, or DPI, including bundled account aggregation, analytics, CKYC, digital onboarding, documentation workflow and eSign services. These are management plans rather than reported financial outcomes, and the presentation does not quantify their expected revenue or margin contribution.
Conclusion
Protean delivered higher Q2FY27 revenue and increased activity in Tax, CRA and Identity Services, but reported profit and margins declined because the quarter absorbed Rs 10 crore of RFP implementation investment. The contrast between 8% revenue growth and a 31% PAT decline is reflected in the fall in EBITDA margin to 15.0% and PAT margin to 5.7%, even as Tax Services and Identity Services expanded 13% and 24%, respectively.
The next results will show whether management’s view that most upfront spending is behind it translates into sustained operating leverage. Investors can watch progress toward full rollout of CERSAI CKYCRR 2.0 and the 187 ASKs rolled out across 27 states and union territories as of October 2026, alongside management’s plans for higher-margin products, cost optimisation and AI-enabled efficiency.
